U.S. Army Major General Thomas Richardson speaks during the ceremony at Scott AFB to recognize the Army's 238th birthday. Local mayors were also honored and presented with plaques. The culminating event of the ceremony was the cutting of a birthday cake with a ceremonial saber. Tradition calls for the saber to be held by the oldest Army soldier and the youngest. Friday morning a retired colonel, age 75, and a recruit, age 18, were joined by Richardson in holding the saber to cut the cake.
